In 2006 the Cardinia Shire Council Commissioned an external company to develop a Master Plan for the Officer Recreation Reserve. 

In 2007 this plan was adopted by Council and works have taken place intermitently since as the plan is made up of many stages and is subject to funding being available.  In 2010 Council reviewed the plan.

Due to the exponential growth of the population in Officer and its surrounds, the user groups themselves have experienced phenomenal increases in participant rates and require facilties to keep up with the demand and are keen for the stages to continue.
