Officer Recreation Reserve Master Plan

Summary

The Officer Recreation Masterplan commissioned by the Cardinia Shire Council is a road map to transform the Officer Recreation Reserve from a single oval with tennis courts, a netball court and cricket nets to a modern, purpose built and designed facility to cope with the large population growth the town of Officer is currently and will continue to experience in the future.

This is a multi staged process and can take up to twenty years from its inception.

Whilst there has been progress made over the years (see below), there have been several set backs along the journey mainly around re-allocation of funding.

The User Groups urgently need this process to continue and are currently working together in conjunction with the Cardinia Shire Council, State and Federal government plus other key partners.

Stage 1: Construct Second Oval: COMPLETED

Forward thinking by the Rec Reserve Committee of Management in the late 90's saw them suggest to the Cardinia Shire to aquire the land ajoining the rec reserve on the corner of Princes Hwy and McMullen Lane to enable a second oval be developed in the future.  After many years of planning and patience the second oval was used for traning purposes only from the commencement of the 2011 football season.  It was not able to be used for competition until round 1 of the 2013 football season once stage 2 was completed.

Stage 2: Change Rooms Second Oval: COMPLETED

Change rooms had to be built before the oval could be used for competitive football.  Construction finally began in mid-late 2012 and was completed for the commencement of the 2013 football season.  

Stage 3: Construct New Netball Courts and Change Rooms; COMPLETED

The compulsory aquisition of land due to road works to reconfigure the Starling Rd and Princes Highway interection meant the existing netball courts and change rooms needed to be demolished.  Places Victoria and Vic Roads were required to fund the re-location of the courts and rooms.  Jason Wood, Federal Member for Latrobe was able to assist with funding to ensure a state of art regional netball facility was able to be built elsewhere on the reserve.  The courts and change rooms were completed ready for th setart of the 2015 netball season.

Stage 4: Re-Orientate Old Oval: CONSTRUCTION TO START OCT 2018

As seen from the front page of this webpage, the old oval currently runs in a East-West direction and is not a true "oval" in shape.  Funds have been made available in the Cardinia Shire's FY 2018/19 budget with works due to commence in Oct/Nov 2018 to turn the ground into a more North-South orientation.

Stage 5: Build Multi Purpose Pavilion Second Oval: CURRENT PROJECT - NEED FUNDING

The next and nearly most important stage.  The Masterplan states that a Multi Purpose Building is to be constructed to cope with the needs of the user groups.  As per the Masterplan, this building is to sit between the recently re-orientated old oval and the second oval.

Stages 6, 7, 8 and beyond: Asphalting car park, new playground, refurbish tennis courts.
